Acting President of the Republic of the Union of Myanmar, Chairman of the State Security and Peace Commission of the Republic of the Union of Myanmar, Senior General Min Aung Hlaing participates in Shanghai Cooperation Organization-SCO Summit 2025 Plus

Acting President of the Republic of the Union of Myanmar, Chairman of the State Security and Peace Commission of the Republic of the Union of Myanmar, Senior General Min Aung Hlaing participated in discussions at the Shanghai Cooperation Organization-SCO Summit 2025 Plus held at Tianjin Meijiang Convention Centre in Tianjin of the People’s Republic of China today.

The Summit was also attended by Chairman of the SCO Summit President of the People’s Republic of China H.E. Mr. Xi Jinping, Acting President of the Republic of the Union of Myanmar, Chairman of the State Security and Peace Commission of the Republic of the Union of Myanmar, Senior General Min Aung Hlaing, State leaders from SCO member countries, observer countries, dialogue   partner  countries, and 24 invited countries, United Nations Secretary-General Mr. Antonio Guterres and leaders of international organizations.

In his key address, the Chinese President said that he warmly welcomed distinguished partners who have come to attend the SOC Plus Summit in Tianjin. Today’s Summit theme is: “Promoting sustainable development through the implementation of a comprehensive policy and the maintenance of regional security.” He said he will personally propose and advance the five points of the Global Governance Initiative (GGI). In his greetings he was confident that this summit will be successful and will contribute to the SCO’s development, regional peace and stability, economic growth, and overall prosperity.

Then, the Chair of the Summit, the President of PRC delivered a speech.  The President of Belarus, the President of Iran, the President of Kazakhstan, the President of  Kyrgyzstan, the Prime Minister of Pakistan, the President of the Russian Federation, the President of Tajikistan, the President of Uzbekistan, the Secretary-General of the United Nations, the President of Mongolia, the Prime Minister of Vietnam, the President of Azerbaijan, the Prime Minister of Armenia, the Prime Minister of Cambodia, the President of the Lao People’s Democratic Republic, the President of Maldives, the Acting President of the Republic of the Union of Myanmar and Chairman of the State Security and Peace Commission of the Republic of the Union of Myanmar, the Prime Minister of Nepal, the President of Turkyie, the Prime Minister of Egypt, the President of Turkmenistan, the Prime Minister of Malaysia, the Representative of Indonesia, the Representative of India also made speeches.

In giving speeches by relevant countries, Acting President and Chairman of the State Security and Peace Commission of the Republic of the Union of Myanmar, Senior General Min Aung Hlaing delivered a speech. He said:  First of all, I would like to extend my greetings, Mingalaba to all the State leaders   and  distinguished guests attending this summit. I also wish to express my gratitude for being invited to participate in the Shanghai Cooperation Organization (SCO) Summit 2025 Plus, and it is a great honour and pleasure for me to have the opportunity to speak at this meeting on behalf of the Republic of the Union of Myanmar, as a dialogue partner of the SCO.

I would like to once again express my special gratitude for the efforts made to ensure the successful organization of today’s Shanghai Cooperation Organization (SCO) Summit 2025 Plus, and for enabling the participation of State leaders from more than 20 countries as well as representatives from international organizations. I extend my sincere thanks to the People’s Republic of China, the SCO Chair for this year, President H.E. Mr. Xi Jinping, and all responsible officials involved.

Since its establishment on 15 June 2001 in Shanghai, the People’s Republic of China, the Shanghai Cooperation Organization (SCO) has served as a forum for regional security. Its membership has included major industrial countries, nations rich in oil and natural gas, countries abundant in aboveground and underground resources, and agriculturally and livestock-productive nations. Currently, some powerful countries have leveraged various political, economic, financial, and military pressures to advance their own interests under the guise of promoting democracy in line with their policies, while taking advantage of situations within other countries. In response to such circumstances, the SCO has evolved into a strategic organization promoting economic integration and cultural exchanges. Today, it serves as a platform for comprehensive cooperation among member states, dialogue partners, and observer countries, enabling coordinated responses to global challenges.

The successful convening of today’s Shanghai Cooperation Organization (SCO) Summit 2025 Plus, with the full participation of State leaders, demonstrates that our Europe-Asia region can realize its aspirations through strong unity, coordinated action, and cooperation. It reflects the need for mutual trust, respect for diverse cultures, equality, and shared development, guided by the principles of the Shanghai Spirit. Under this framework, we must work together to prioritize peace, stability, and prosperity for all.

The principles of the Shanghai Cooperation Organization(SCO), namely non-interference, respect for sovereignty, and equality, align closely with the strong foundation that countries like Myanmar uphold for constructive engagement on the international stage. Myanmar was   granted dialogue partner status with the SCO in May 2023 and has actively participated in events organized by the SCO. Myanmar earnestly requests support to become a full member of the SCO and continue its active cooperation.

As an ASEAN member state, Myanmar  is  an  agriculture based country strategically located in a geopolitically significant region with a favourable tropical climate. This positions Myanmar to advance from agricultural development to  agro-based industrial growth, offering significant opportunities for economic cooperation.

The SCO represents nearly 40 percent of the global population and approximately 30 percent of global GDP. It prioritizes enhancing economic cooperation among member states, utilizing resources collectively for energy projects, including oil and natural gas production, as well as food and energy security. Given Myanmar’s abundant natural resources, it aims to strengthen investment and cooperation with SCO member states in agriculture, industry, and energy for mutual economic progress.

In the security domain, the SCO actively combats terrorism, achieving notable success in countering threats from terrorism, separatism, and extremism. It also emphasizes cooperation in modern technologies, such as artificial intelligence (AI) and digital data governance, enabling member states to benefit from technological advancements and collectively address future technology-based threats. Myanmar seeks to contribute to regional security and technological development under the SCO framework.

Myanmar supports Chinese President Xi Jinping’s Global Governance Initiative (GGI), comprising five proposals that align with the discussed principles and are practical for addressing global inequalities. Myanmar firmly believes these initiatives will lead to success and expresses its endorsement of President Xi’s proposals.

In conclusion, Myanmar welcomes and supports the “SCO Development Strategy for the Next Decade: 2025–2035.” It commits to actively engaging in cooperative efforts under the SCO framework, based on mutual friendship, understanding, and respect for shared prosperity.

Myanmar extends its best wishes for the safety, health, and prosperity of all global citizens and nations as well as the Chairman.

Before the meeting, Senior General Min Aung Hlaing held separate discussions with the Malaysian Prime Minister, the Mongolian President, the Nepali Prime Minister, the ASEAN Secretariat, the SCO Secretariat, the Pakistani Prime Minister and leaders from other nations attending the meeting to strengthen bilateral friendship and cooperation.
