A coordination meeting between Acting President of the Republic of the Union of Myanmar, Chairman of the State Security and Peace Commission, Senior General Min Aung Hlaing and Union ministers, the Nay Pyi Taw Council Chairman, chief ministers of regions and states in Nay Pyi Taw this afternoon.

Also present at the meeting were Prime Minister U Nyo Saw, Union ministers, the Nay Pyi Taw Council Chairman, region and state chief ministers and officials.

Each attendee discusses undertakings for economic development of the State

First, Union ministers reported on achieving the target production of crops in relevant regions, yearwise compari-son for sown acreage and per-acre yield, possibilities for per-acre yield of paddy and long staple cotton, thriving of Robusta coffee and expanded cultiva-tion, regionwise livestock breeding tasks, sufficiency of meat, fish and eggs depending on population, digging fish farms in the wetlands and reclamation of croplands to manage crops plus fish farming process, recommendations for development of agriculture and livestock tasks, needs to distribution of agricultural inputs to local farmers in order to achieve the target production in regions and states with raising the farmers awareness effectively, syste-matic exploration of oil and natural gas resources in regions and states for the interests of the State and the people, permitting the local and foreign invest-ments in 2025-2026 financial year,  and creation of employment opportunities.

The Commission member and Prime Minister clarified eradicating the illegal trade with momentum, seized volumes, needs to take severe action against offenders for the illegal trade in regions and states under the law, allowing the ordinary capital expenditure for implementation of projects, assessments over the progress of projects, and supervision for the work process to be completed on schedules.

Region and state chief ministers reported on repairing of the damaged buildings caused by the earthquake, progress of works, efforts for development of agriculture and livestock industries as well as micro, small and medium-sized enterprises (MSME), and initiatives for holding a free and fair multi-party democratic general election successfully.

Efficient and correct use of the finance

Regarding the use of public funds, the Senior General said that Regions and States need to ensure that the financial resources approved by the Government are utilized effectively. If expenditures

are made in accordance with each sector’s operations, the circulation of working capital will increase, contributing to national economic growth. Through the implementation of various projects, the incomes of grassroots people will rise, resulting in higher spending on food, clothing, and other necessities, thereby improving social and economic conditions. In addition, greater financial circulation will enhance both supply and demand power, which in turn will support the further development of basic infrastructure. Therefore, it is essential that public funds be used correctly and effectively.

Moreover, it is necessary to implement the quick win projects which will benefit the State and he people in a sort time.

Successful holding of the election

Regarding the elections, it was statedthat due to widespread electoral fraud committed through various means during the 2020 multi-party democratic general election, the government had to assume responsibility of the State. Therefore, to ensure that no electoral fraud occurs in the upcoming election, the Myanmar Electronic Voting Machine (MEVM) will be used. The MEVM system does not allow any form of vote manipulation, and the integrity of the voter lists is essential to ensure a free, fair, and credible election. Hence, Union ministries and Chief Ministers of Re-gions and States must place emphasis on ensuring the accuracy of voter lists and preventing any irregularities or fraudulent activities. Starting from today, the election campaign period will begin, and political parties will commence their campaign activities. It was also emphasized that efforts must be made to successfully hold the election and bring about the emergence of a stable government.

Promotion of the State economy and turning out good human resources

Regarding national development, it was stated that efforts must be made to boost the country’s economy. More than half of the national population is engaged in agriculture-based economic activities. Therefore, emphasis is being placed on MSME enterprises that are based on the agriculture and livestock sectors. It was noted that MSMEs, as well as large-scale industries, can operate using industrial raw materials derived from agricultural activities. For instance, heavy industries such as tyre manufacturing can be developed from rubber cultivation, and textile industries such as yarn and fabric production can originate from cotton cultivation. Hence, priority must be given to promoting agriculture-based manufacturing industries. The develop-ment of agricultural and livestock-based industries contributes directly to the improvement of the national economy. Only by enhancing the rural economy can the national economy achieve steady growth. The country possesses a strong foundation for successful agricultural and  livestock  production. Therefore, efforts must be made to ensure that rice and other crops produced domestically meet quality standards and production targets. Once domestic needs are fulfilled and export capacity is achieved, it will further contribute to the nation’s overall economic development.

Although we are promoting the cultivation of oil-producing crops due to the domestic demand for cooking oil, we still need to import edible oils from abroad. While we have oil-producing crops like sesame and groundnut, traditional consumption habits and export demands mean there is still a shortfall in meeting domestic oil sufficiency. Cultivating sunflowers will, on one hand, help support domestic oil sufficiency and reduce oil imports, which will be highly beneficial for the country.

In the agricultural sector, coffee is a perennial crop. The Arabica coffee produced in our country has already gained a good reputation and market worldwide. Robusta coffee (lowland coffee) can also be cultivated throughout the nation. Regarding coffee cultivation, it can be grown as a crop that generates long-term income. Garden crops like black pepper can also be cultivated. It is necessary to provide farmers with the required knowledge and guidance. Regions and States also need to study how to effectively utilize the resources they possess for maximum benefit. To be able to implement projects beneficial for the State and the region, we must work from multiple perspectives.

For the country’s economic develop-ment, quality human resources are needed in business operations. In our country, about 46 percent of the population above 25 years of age are educatio-nally disadvantaged; therefore, it is imperative to prioritize and promote education. Only with a stronger education system can we obtain quality human resources. Furthermore, there are many students in our country who have taken the matriculation exam but were not successful. From the period we took responsibility in 2021 until now, there are about 5 million people who took the matriculation exam but did not pass. We need to consider how they can be utilized for the State. Therefore, we have consulted with responsible persons and experts and have planned to open Polytechnic schools where they can learn relevant vocational skills to enter the workforce. We have successfully opened and operated Polytechnic Universities that combine computers and technology, and we have seen positive results. Regarding education, we need to manage it with a view to long-term future benefits. There are also many who end their education at the middle school level. Therefore, we have managed to open Agriculture, Livestock, and Industrial Technical High Schools, and we have now achieved a considerable degree of success. It is essential for our country to produce specialists in the fields of agriculture, livestock, and industry. I would like to urge the Region and State governments to emphasize and carry out what should be done concerning producing quality, educated human resources.

Efforts for the emergence of high-standard public places and stadiums alongside urban development 

Regarding urban development and beautification, it is observed that urban expansion and construction projects are being implemented. For the expansion of town plots, it is necessary to provide utilities such as water, electricity, roads, and other basic infrastructure. Therefore, in some areas, it is more beneficial to valuably utilize land and construct modern housing and apartments to enhance urban standards. In line with the new town plans, it is also necessary for actual buildings and residents to materialize. Regarding urban beautification, it is necessary to comply with the established municipal rules and regulations and to systematically enforce them. Municipal staff must diligently carry out their required enforcement duties.

Along with urban development, it is also necessary to provide places for the urban public to relax and rest, as well as public spaces. For universities and colleges, spaces must be created where festivals and sports competitions can be held. Furthermore, basic education schools must be equipped with suitable sports fields and adequate basic infra-structure commensurate with the schools.

We have already permitted the construction of sports fields with 400-meter running tracks in densely populated townships in Regions and States. Furthermore, we are permitting the construction of indoor stadiums and indoor swimming pools. Region and State governments must maintain the sports fields they already possess to prevent deterioration and keep them up to standard, and they must also propose requests for needed sports fields in accordance with regulations. In cities with a population of over 100,000 in each Region and State, modern sports fields will be built to promote public health, fitness, and the sports sector. The Region and State governments represent the states and regions they lead and administer, and they must constantly consider and work for the development of their respective areas. Concerning the sports sector, the upcoming December is Sports Month, and efforts must be made to ensure full public participation in public sports events and public walking events.

I have discussed matters that can benefit the State. During our term of responsibility, we must strive with all our might and wisdom to do everything possible for the benefit of the State and its people.

Following the meeting, the Senior General presented a cash award in honor of the Kayin State Women’s Football Team, which won first prize in the 2025 Region and State Under-25 Women’s Football Tournament. The Kayin State Chief Minister accepted the award on behalf of the team.
