Acting President of the Re-public of the Union of Myanmar, Chairman of State Security and Peace Commission, Senior General Min Aung Hlaing, accompanied by SSPC Secretary Joint Executive Chief General Ye Win Oo, members of the entourage, the Mandalay Region Chief Minister and officials, inspected Civil Service Academy (Upper Myanmar), Police Officer Training School (Zeebingyi) and Central Fire Services Training School (PyinOoLwin), in Zeebingyi, PyinOoLwin Township, Mandalay Region this morning.
On arrival at the CSA, the Senior General and party were welcomed by the rector and officials.
At the meeting hall of CSA, Union Civil Service Board Chairman U Soe Min Oo presented a report on the brief history of the academy, location, objectives and functions, planned training sessions within a one-year period, ongoing training sessions for civil servants and teachers, courses conducted from 1999 to 2025, trainings opened at CSAs, organization setup of CSA (Upper Myanmar), courses for trainees, renovation of lecture halls damaged by Mandalay earthquake, cultivation of perennial and seasonal crops, livestock breeding and distribution of the products to civil servants at reasonable prices, time tables of the two CSAs, grading process, reviews and modifications for the curriculum to be in line with the objectives of CSA, increase in the number of trainees to ensure promotion opportunities for civil servants.
Good employees make a good country
Regarding the report, the Senior General said the CSA was opened as the Central Institute of Civil Service (Phaunggyi) during the period the country was practicing socialism. The CICS was opened for ensuring unity in political affairs among civil servants and uniformity and system in office functions and rules. When compared with the population of civil servants, capacity of the courses was still small, so the CSAs have increased the number of trainees and courses. According to the set rules, employees will be promoted only after completing the designated trainings, and this procedure is for ensuring uniformity among the civil servants of all ministries in the future. In this regard, the nation conducted trainings at the CSAs.
Every citizen has the duty to defend the country. To be helpful in national defence, the courses include basic military training that will provide civil servants with good practical knowledge for obedience, discipline and unity and team work. Likewise, CSAs are giving lectures for the systematization of office functions, and their goal is to bring about good employees for the country. Currently, CSAs are teaching employees at all levels for systematization of office functions, rules, administrative functions. But the training methods must be effective. Only good employees can make a country good. Employees must be trained to have good morale and discipline, stay away from party politics and become good employees. Lessons at the CSAs must be effective and the curriculum must be aligned with the country.
As the country is advancing towards multi-party democracy, all should have legal knowledge. All the persons who have reached 18 years of age must understand the law, and the legal know-ledge has been taught from the basic education level. As civil servants are 18 and above, they too must have knowledge of the law. Hence, the courses must include law subject. The CSA must serve as the base for systematization of the office functions of all ministries and regions and states.
The State is striving to create a reasonable level for office functions of all ministries and regions and states and food and other needs of the trainings. CSAs must grow seasonal crops that will be supportive of the basic needs of trainees and staff and families. And if employees conduct farming on manageable scale, it will be much beneficial for welfare. The CSAs should make careful calculations to conduct livestock farms to provide sufficient number of eggs, meat for trainees and employees and families.
Later, the Senior General and party looked around the CSA on a motorcade, examined Nilar Hall and Mahawthahta Hall damaged by the quake and looked into the requirements.
After inspecting the dormitory at the Khatta Hall, the Senior General and party enjoyed lunch together with trainee teachers of special course No 82 for basic education teachers. After having lunch, they cordially greeted the trainees.
The Senior General and party, upon arrival at the Police Officer Training School (Zeebingyi), were presented with explanations by Commission member and Union Minister for Home Affairs Lt-Gen Tun Tun Naung in the conference hall of the Training Headquarters. The presentations included a brief history of the schools training police officers and other ranks of the police force, as well as a brief history of the Central Fire Services Training School. The principals of the Police Officer Training School (Zeebingyi) and the Central Fire ServicesTraining School (PyinOoLwin) presented information about the training schools, the ability to conduct training courses accordingly, the ongoing teaching and training in academic subjects, military science, and physical fit-ness subjects, the staffing of the various training schools, the implementation of agriculture and livestock farming operations, the provision of welfare facilities, the status of drinking water and electricity supply, the ongoing practical exercises for the various courses, and the status of training infrastructure and support vehicles.
To foster police force members with good public relations and good practices Regarding the presentations, the Senior General stated that the training for police force officers and other ranks must be systematically carried out. He noted that police force members and fire service members are organizations that have direct contact with the public and are responsible for upholding the rule of law and security matters. As they are organizations interacting with the public, good public relations are necessary. Police force members need to have an essential understanding of not only police laws but all promulgated laws, including the constitution; therefore, legal knowledge must be taught.
Since police force members carry out duties related to upholding the rule of law and maintaining discipline, they have direct contact with the public. Therefore, to ensure good public relations, public relations and organizational skills must be taught. He pointed out that individuals with less knowledge tend to have weaker compliance with the law. Depending on the level of discipline observance by the public in their respective duty areas, disciplinary measures need to be implemented. As our country is progressing along the democratic path, internal security and the rule of law are primarily upheld by the police force. Therefore, efforts must be made to enhance the capabilities of police force members. In line with the saying “A good beginning ensures a secure end,” it is necessary to continuously produce capable and good police force members.
He emphasized that police force members must be trained to acquire good practices. In conducting such training, it is necessary to continuously carry out daily routines starting from dress and appearance discipline. Measures must be taken to ensure the ability to perform regular physical fitness exercises and that dress and appearance are systematic. Similarly, to maintain a good public perception of police force members, individuals must restrain themselves from consuming alcohol, smoking, and chewing betel during duty hours. To ensure police force members acquire good practices, training must start from the basic level in training schools, fostering police force members with good beliefs and principles. In accordance with the motto “May I help you?” of the Myanmar Police Force, efforts must be made to become good police force members whom the public can rely on. He also mentioned that to improve the thinking of each police force member, they need to read and study books and literature.
Regarding management, he said management must be harmonious and balanced. In carrying out leadership roles, to ensure management is harmonious and balanced, training
must start from the subinspector course. In carrying out rule of law duties, selfdefense skills that will aid police force members must be essentially taught and trained in the training schools. To be able to teach such skills, bodies must be strong and healthy. Since the police force plays a key role for the country, good police force members must be continuously produced. The national service contributions of female force members must also be respected and recognized, and duty should be performed together with a fraternal spirit among colleagues.
For the welfare of police force members and their families, unit-owned and self-reliant agriculture and livestock farming operations must be carried out. Priority should be given to cultivating and rearing meat, fish, eggs, and crops for mass consumption. By successfully implementing unit-owned and self-reliant livestock farming operations, the welfare of force members, trainees, and family members can be enhanced, he instructed.
Subsequently, the Senior General and party toured and inspected the exhibits inside the training school museum. They viewed police force equipment used during the colonial era, police force insignia and shoulder badges, currently used police force equipment, rank insignia and uniforms, police force weapons, record photographs, and commemorative items sent from foreign countries. They provided necessary guidance on the presentations by responsible officials.


Then, the Senior General signed the guest record book of the training school museum.
After that, the Senior General and party toured and inspected inside the training school library. He provided guidance on the presentations by responsible officials, stating that action must be taken to have trainees read books and periodicals to increase their knowledge, that books in the library must be systematically arranged, and that informative and literary books and periodicals must be further supplemented, along with other necessary instructions.

Training School (PyinOoLwin) by motor vehicles, cordially greeted the policewomen in the married quarters line, and inquired about and fulfilled necessary requirements.
