Chairman of State Security and Peace Commission Commander-in-Chief of Defence Services Senior General Min Aung Hlaing met officers, other ranks and families and cadets of PyinOoLwin Station this afternoon.
Also present at the meeting together with the Senior General were wife Daw Kyu Kyu Hla, Commander-in-Chief (Navy) Admiral Htein Win and wife, Commander-in-Chief (Air) General Tun Aung and wife, and senior military officers from the Office of the Commander-in-Chief and wives.
Programs underway for all-round development of the areas in and around PyinOoLwin
In his address, the Senior General said the meeting was held to give necessary guidance to officers, other ranks and families and cadets of PyinOoLwin Station. PyinOoLwin has existed since long ago, and its metaphorical names include mountain stairway town, flower city and cherry city. Personnel responsible for town development of the successive periods have applied various means in doing their job, and there were successes and weaknesses in the development undertakings. The Tatmadaw has joined hands in the task to the most possible degree. A national level plan was adopted to turn PyinOoLwin into a coffee city, but success was not achieved to the satisfactory level as there was weakness in regulating the rules. Arabia coffee pro-duced in PyinOoLwin meets export quality. But production does not meet the market de-mand, and this indicates the need to work more.
PyinOoLwin has a favourable soil and climate and enough water supply to grow various species of flowers including Maymyo flower, Chrysanthemum flower, and gladiolus flower. In fact, flower shows and flower festivals are not enough to penetrate foreign markets, and if local flowers can be distributed internationally, it will be beneficial for PyinOoLwin area and the country. As various kinds of fruits can grow well in the area, its good resources should be effectively utilized.
Regarding education, PyinOoLwin has a significant history as an education city. As its pleasant weather is supportive of the peaceful pursuit of education, education promotion campaigns must be launched there. The town has many private schools, but they should not concentrate only on achieving high pass rate, instead, they should be the schools that bring about truly educated persons. Private schools should be supportive of the State’s education promotion programs, without being a bur-den to students and parents. The existence of institutions of higher learning in the locality of PyinOoLwin serves as a good foundation for setting up an education city.
Regarding the establishment of a health city, PyinOoLwin area has cool, pleasant weather and lush and vibrant environment and is an ideal place for relaxation. In this regard pro-grams are underway to turn into a city that can provide healthcare services, and for the emergence of modern hospitals that ensure excellent healthcare services. The government leaves no stone unturned in developing PyinOoLwin, and locals should join hands in the task for actual progress of their native place. Soon, the modern Thumingala market will be inaugurated with a grand ceremony in PyinOoLwin. Likewise, its Myoma Market will be turned into a modern facility, and a railway hotel and a new market will emerge near PyinOoLwin railway station. For the convenience of visitors, guesthouses will also be built, and other urban development projects will be implemented. Hence, local residents, depart-mental personnel and Tatmadaw members should join hands in the PyinOoLwin region development project from the relevant sectors through collective efforts.
Political changes and efforts to successfully hold the election
With regard to the political changes, as the electoral fraud happened in the 2020 multi-party democratic general election, the Tatmadaw served the State responsibilities in accord with the Constitution (2008). The government has been serving the duties for the country to firmly move on the path of democracy. During the period, the government could overcome various difficulties and crises such as political conflicts, armed terrorism, pandemic and natural disasters through the collaborative efforts of the faithful public service personnel, the people who wish to enjoy the peace and stability, and partner countries. As election is the most important in the democratic system, the government has made necessary preparations to hold a multi-party democratic general election successfully. The election will be held on 28 December. It will be three phases. Two weeks after the first phase of the election, the second phase will follow. Two weeks after the second phase, the third phase of the election will take place. Tatmadaw members, Myanmar Police Force members, local people’s militia troops and people’s security forces will cooperate in serving the security of the election. All eligible voters need to cast votes for successfully holding the election. In this regard, the votes must be for those who can serve the interests of the State and the region, abide by Our Three Main National Causes and have political, administrative, economic, security and rule of law perspectives. Arrangements are being made to use the Myanmar Electronic Voting Machine (MEVM) in the election not to cause the voting fraud. Preparations have been made not to cause the voting fraud and cast votes. The voter lists have been released two times. The third voting list will be released. It is necessary to manage the free and secure voting of all eligible voters.
Tatmadaw affairs
Albeit serving the defence duty of the State as the primary duty, the Tatmadaw has been participating in the internal insurgency suppression in successive eras. Currently, Tatmadaw members and MPF members are joining hands in com-batting the armed terrorism in the country. The Tatmadaw is being improved while the MPF is being reformed. The policy “Study, Practice, Follow” has been adopted to ensure physical health and fitness of Tatmadaw members with bravery and skillfulness in military weapons and military tactics. Tatmadaw members must continuously study and keep up with ever-evolving military techniques and maintain constant vigilance. They must regularly train to master the military methods and skills they have already learned. Tatmadaw members are required to strictly follow established rules, regulations, and orders. If each Tatmadaw member upholds good discipline and support systems effectively, their morale will strengthen, contributing to fair and efficient administration. Tatmadaw ensure that Tatmadaw members at all levels receive proper living conditions, food, clothing, and other entitled benefits. Individually, Tatmadaw members are encouraged to manage their personal consumption of food, recreation, and other provisions responsibly, avoiding waste or harm. By using their income and expenses fairly and responsibly, Tatmadaw members can achieve greater comfort and efficiency. They should also clearly distinguish between necessary and unnecessary expenditures to maintain balanced financial management.
Requirements of encouraging production domestically
Regarding the high prices of commodities, the country has lesser production and earns incomes for the State by selling natural resources. Some differences can be seen in the amounts of producing the agricultural produce in successive eras. The country produces oil crops, and it is necessary to further develop their production to ensure sufficient domestic oil supply. Only with strong production can exports be achieved, bringing in foreign currency and increasing trade revenue. During the two terms of the previous democratic government, the State had trade revenue, which demonstrates that when responsibilities are properly carried out, production and domestic manufacturing are supported and encouraged. When the State formed the State Security and Peace Commission, it set the slogans: “Let us encourage production for prosperity of the Nation; Let us ensure education sector for the development of the Nation; and let us protect our environment for the prosperity of the Nation.” Development can only be achieved when people and regions actively work. Supporting production benefits both private enterprises and the State. To carry out production effectively, technical skills are required, and to gain these skills, higher levels of education are needed. Therefore, the government has been striving to enhance education promotion plans to raise the country’s technical and professional capabilities.
Tatmadaw’s participation in the leading role of national politics
He stated that Tatmadaw has had to participate in the leading role of national politics throughout various historical periods, and due to both historical reasons and current circumstances, Tatmadaw will need to continue its participation in the political leading role for the time being. Tatmadaw’s participation in the Hluttaw can be progressively reduced only when democracy flourishes in the country and ethnic armed organizations no longer exist; given that Tatmadaw is currently involved in the leading role of national politics, it’s necessary for operations to be conducted correctly and systematically.
Working to ensure that military personnel and their families receive the full benefits and entitlements they deserve
He stated that regarding the benefits of Tatmadaw personnel, when he was serving as the Commander-in-Chief of Defence Services, he increased the benefits for those who obtained Ph.D. and Master’s degrees. Similarly, since he assumed State duties in 2021, he ensured that civil servants serving in Education, Health, and other departments received benefits commensurate with their respective qualifications. He also mentioned that just as he increased the hazard pay for Tatmadaw and Myanmar Police Force personnel, he also raised the allowances for civil servants. Furthermore, he noted that provisions are being made to fully meet the food rations, as well as to improve the standard of housing and uniforms for Tatmadaw personnel.
Regarding the promotion of education for Tatmadaw personnel, he stated that education isn’t complete merely through formal instruction; it must be continuously pursued by reading and studying informational and artistic books and periodicals to gain knowledge and wisdom, followed by memorizing, practically applying, and sharing this knowledge with others, as doing so will greatly benefit one’s life. He also stated that it’s important to work to-ward enhancing the education of their children, noting that Tatmadaw has continuously encouraged and promoted the education of the children of Tatmadaw families across different eras. He mentioned that outstanding students from Tatmadaw families are sent on study tours abroad, and other awards and support are also provided; therefore, he urged parents to encourage and support the advancement of their children’s education. He concluded by instructing all officers, soldiers, and family members to live in unity, fulfill the duties assigned by the State and Tatmadaw, and continue to strive to be reliable resources for the State and Tatmadaw by contributing and supporting the interest from their respective capabilities.
It is reported that after the meeting, the Senior General inquired about and fulfilled the needs of the attending officers, other ranks, and family members, and cordially greeted them.
