Nay Pyi Taw February 9

Acting President of the Re-public of the Union of Myanmar, Chairman of  State  Security and Peace Commission, Senior General Min Aung Hlaing held a meeting with the Chairman of Union Election Commission, the Nay Pyi Taw Council Chairman, region/state chief ministers at the meeting hall of National Defence and Security Council Office this afternoon.

Also present at the meeting were Vice Chairman of SSPC Vice-Senior General Soe Win, SSPC member Prime Minister U Nyo Saw, Executive Chief U Aung Lin Dway, SSPC Secretary General Ye Win Oo, SSPC members, union ministers, UEC members, deputy ministers and officials.

Successful holding of the election

In his address, the Senior General said multi-party democracy general election was held successfully in 263 town-ships in three phases beginning from 28 December 2025. During the election, people went to the polls enthusiastically and in discipline. Voters waiting their turn in queues illustrates the public support of the election and endeavour of the State. Some politicians who have different political views did not take part in the election. Over 13.14 million voters out of over 24 million eligible voters of the country went to the polls, and the voter turnout was 54.22 percent. A study of international elections shows that general elections were in 199 countries in 2025 and the nearest periods, and it is found that the voter turnout was less than 54 percent. Included in the said 50 countries were France, Algeria, Bulgaria, Egypt, Croatia, Jamaica, Japan, countries where democracy flourished. Hence, the Myanmar election can be claimed to be a successful one.

Voting was via the MEVMs and they were used in the election after undergoing tests many times during the preparatory period before the election. The government in office has to assume the responsibilities of the State due to vote rigging at the 2020 multi-party democracy general election. Hence, the government in office conducted the 2024 population and housing census for the correctness of the voter lists. Checks and counter checks were made a number of times to ensure that voter lists had no errors.  There were some people missing in the voter lists for certain reasons, but utmost efforts were made to clear the voter list from any mistakes.

Each MEVM at each polling station was functioning independently, and there was no connection between one MEVM and another. The government in office has assumed the duties of the State as there was vote rigging at the 2020 election, so it made efforts to ensure that the voter list was free from errors and that the election was free and fair and it was honourable and successful. Although the State had to bear a lot of financial expense for the election, the phase by phaseprogram had reduced the cost, and ensured a proper system in taking measures for the manage-ment and security functions.

Preparations were made to prevent the occurrence of any kind of vote rigging in advance voting. Those who could be absent during the voting period were systematically recorded and made arrangements for them to cast advance votes. The Senior General expressed sincere thanks for the voters, saying that it is a pride for the country, that they were the persons who truly loved and accepted the multi-party democracy, and that they went to the polls peacefully and in discipline as the dignified citizens.

When this Government assumed responsibility, the Union Election Commission was restructured, and systematic scrutiny was carried out in connection with the 2020 multi-party democratic general election, with necessary actions taken accordingly. Subsequently, it was observed that preparatory work for holding elections and the enactment of election-related laws were also implemented in a systematic manner. Therefore, the speaker expressed gratitude not only to the current Chairperson and members of the Union Election Commission but also to the previous Union Election Commission that served during this Government’s term.

Efforts were made to enable political parties to participate during the election. In doing so, the proportional representation (PR) system was applied to ensure that smaller parties and ethnic representatives could take part in the parliamentary political arena. It was also undertaken so that representatives from all regions and from ethnic political parties could enter the legislature and participate in  discussions  and actions concerning the interests of their respective regions and their aspirations. As a result of these efforts, it was observed that more representatives from  ethnic  political parties and smaller parties are participating  in  the current election.

Plans for small parties and ethnic representatives to join the forthcoming Hluttaw

A total of 57 political parties contested in the election, and six parties competed in all regions and states. Hluttaw representatives from 31 parties and one independent candidate were elected. According to the vote results, the Union Solidarity and Development Party received 44.19 percent, the National Unity Party 13.34 percent, the People’s Party 8.85 percent, the People’s Pioneer Party 7.65 percent, and the  Shan and Nationalities Democratic Party 6.17 per- cent.  Representatives  from ethnic political parties like-wise secured victories. As the process was carried out under the proportional representation (PR) system, this was seen as effectively  implementing  a genuine  multi-party system.

The registration of political parties was carried out systematically in accordance with the law. Based on the election results obtained, the relative strength of party membership can be estimated. Political parties cannot remain detached from the public; those par-ties that maintained extensive engagement with the people and were able to carry out effective party organization and mobilization secured public support. Lessons can also be drawn that political parties must undertake systematic preparations well in advance of election periods. Parties are required to publicize their policies and regulations so that the public is well informed and to conduct organizational and outreach activities accordingly. It was further emphasized that efforts must be made to ensure that future elections are conducted better than the current one. With regard to the election results obtained, political parties were informed that if they have any doubts, they may submit them to the Union Election Commission in accordance with established procedures.

Need to make preparations to convene Hluttaw sessions

As the election has now been successfully held and concluded, preparations are currently under way to convene the Hluttaw sessions in the near future. The Union Government, together with region and state governments, is carrying out advance preparatory work accordingly. It was emphasized that preparations need to be made to ensure the readiness of relevant Hluttaw buildings, as well as to provide convenient arrangements for accommodation, catering, and health-care services for Hluttaw representatives.

Further efforts for the forthcoming elected government to smoothly work process

The records of the current Government’s actions should be compiled and maintained in a systematic manner. In line with the saying “one written word is worth a hundred spoken words,” accurate and well-organized documentation should be kept at the Union, region, and state levels. This was underscored as necessary to ensure that future governments are able to assume and carry out state responsibilities smoothly on the basis of accurate information.

Need to strive for economic development of the State in available timeframe

The economic driving force is essential for the development of a country. Therefore, during the remaining period of this Government, efforts must be made to promote national economic development. Since the country can only progress through economic growth, it was urged that everyone work together to develop the economy within the available time. In carrying out these efforts, priority should be given to agriculture, livestock, and production-related sectors as the foundation.

Agricultural activities should be carried out to increase yield per acre, and efforts should also be made to promote multiple-cropping practices. While efforts have been made since the assumption of responsibility to ensure domestic edible oil sufficiency, the results achieved so far have been limited. There-fore, continued efforts are needed to successfully cultivate oil-producing crops. These crops should be grown primarily to support domestic oil production rather than for export as raw materials. Only in this way can domestic oil sufficiency improve and the use of foreign currency be significantly reduced.

Due to unmet agricultural targets, the country’s annual revenues have been declining. Efforts should therefore be made to achieve output in accordance with peracre yield targets to increase income. By doing so, foreign exchange earnings will raise, which will in turn significantly support domestic economic development. These efforts are also meant to assist the incoming government in continuing the work.

Necessary to create clean, pleasant, and beautiful good environments for the people

In accordance with the motto we have set, “Let’s preserve the natural environment for the tranquility of the State,” the people must strive to be able to live in a beautiful and pleasant good environment. As it is necessary to carry out planting and preserving trees and forests, for the cleanliness, beauty, and greenery of towns and villages, it is also desired that efforts be made accordingly by the relevant regions and states. By creating and providing good environments for the people in this way, the people’s mindsets will improve, and they will achieve greater peace and prosperity.

Necessary for all school-aged children to be able to receive an education for the future development of the State

In the near future, students will reach the summer school holiday period. During this summer school holiday period, it is necessary to be able to open and conduct summer courses that will help them in their lives, allowing the children to use their time beneficially. Through systematically resting physically and mentally, it is necessary to act so that they develop a desire to strive even harder in the coming academic year.

All school-aged children attending school is very important for the future development of the State. It is necessary to collectively strive to help, as much as possible, to increase the transition rates of students. It is necessary to be able to formulate an education system that will benefit the State and the lives of students. It is necessary to act so that youths can master subjects that allow them to stand on their own feet. In areas where schools cannot be opened for various reasons, it is necessary to act so that schools can be reopened and teaching conducted within the coming academic year.

Strive to ensure security and stability region by region

Security and stability work region by region must be collectively striven for by the Tatmadaw, the Myanmar Police Force, and all responsible persons. In carrying out this work, it must be done in collaboration with the people living in the region who desire stability and peace. In unstable regions, groups that are armed and carrying out violent acts are engaging in forced self-interested pursuits for their own personal gain, such as producing and selling narcotic drugs and illegally extracting natural resources found in respective regions.

Due to these terrorists, regional instability occurs, and because basic education schools are closed, school-aged children are losing many of their rights. For the people to fully enjoy stability and peace, the strength of the Tatmadaw, the strength of the Myanmar Police Force, and the strength of the people must be combined to suppress the terrorists. It is necessary for region and state chief ministers to carry out stability and peace work in their respective regions using administrative and management methods, and it is
necessary to carry out all tasks that will be helpful for the upcoming government.

The Chairman of the Union Election Commission explains the actions taken to successfully hold the election

Subsequently, the Chairman of the UEC explained regarding the delineation of townships where elections could and could not be held for the successful holding of a multi-party democracy general election, the step-by-step compilation of voter lists, the successful holding of the election in stages, the voter list results, the announcement of the list of elected representatives, the situation regarding the timely relocation of Myanmar Electronic Voting Machines to designated locations in stages and their systematic reinstallation and use, and the fact that because the election was carried out systematically and impartially, there have been no objections from political parties regarding the election up to now.

Continuing, region and state chief ministers and attendees presented general discussions.

Afterwards, in the concluding remarks, regarding MSME businesses, it was seen with joy that MSME products from various regions and states actively and competitively participated in the Union-level MSME Product Exhibition and Sales Fair commemorating the 79th Union Day in 2026. For national economic development, MSME businesses play a key role, and much progress is also seen. It was observed that visitors also came in large numbers, viewing and studying with interest. It is necessary to increase production to be better than currently being done, and it is necessary to obtain import-substituting products and export products. Whether in terms of technology or production, it is necessary to strive more than now to improve quality and standards. If production is carried out to progressively improve beyond the current qualities, types, and quantities, it will also lead to national economic development. This exhibition is a valuable one for our country, and during the fair period, conducting meetings and discussions among business owners themselves, exchanging experiences, and carrying out studies can lead to greater economic progress. It is necessary for region and state chief ministers to also support, promote, and carry out MSME businesses, and it is necessary to strive and work for the progress of the national economy.
