A ceremony to open Legal Advocacy Center (LAC) of the Ministry of Legal Affairs took place at the center in Zawana Theikdi Ward of Ottarathiri Township in Nay Pyi Taw Council Area this morning, with an address by Chairman of the State Administration Council Prime Minister Senior General Min Aung Hlaing.
Also present at the ceremony were SAC Joint Secretary Lt-Gen Ye Win Oo and council members, Union-level dignitaries, Union ministers, the Nay Pyi Taw Council Chairman, the commander of Nay Pyi Taw Command, deputy ministers, advocate-generals of regions and states, departmental officials and guests. SAC Joint Secretary Lt-Gen Ye Win Oo, SAC members General Mya Tun Oo and Admiral Tin Aung San, Union Minister for Legal Affairs and Attorney General of the Union Dr Thida Oo and Union Minister for Construction U Myo Thant cut the ribbon to open the archway of the center.
The Senior General pressed the button to open the center and posed for documentary photos together with attendees.
The Senior General sprinkled scented water on the plaque of the center.
The Senior General and attendees watched a video clip on the building. The Union Minister for Construction handed over the handover book on the building to the Union Minister for Legal Affairs.
The Union Minister for Legal Affairs and Attorney-General of the Union presented the gifts to mark the opening of center to the Senior General.
Speaking on the occasion, the Senior General said: Law is essential for a country and it is a provision all citizens and people from the country have to follow. Since its assumption of taking State responsibilities under the Constitution, the State Administration Council is carrying out peace and stability of the nation and rule of law, enhancement of State economy, and improvement of socio-economic development of the entire people by adopting the policies, enactment, amendment, revocation and addition of laws and rules suitable for the current era.
The Ministry of Legal Affairs playing a key role in the Union government is serving legislative, administration and judicial affairs of the State. The ministry is implementing the legal services in various forms to disseminate legal knowledge among the people in order to ensure rule of law.
Hence, the Senior General said he took pride in initiating the Legal Advocacy Center to emergence of a venue to disseminate legal knowledge on a wider scale, and it is a beneficial venue for the State.
As Myanmar is striving for strengthening the genuine, disciplined multi-party democratic system and building a Union based on democratic and federal systems, all citizens have to understand the law. Hence, it is necessary to teach law subject and educate the people with legal knowledge. Although everybody cannot become legal experts, only when they all have legal know[1]ledge can they apply it in enhancement of socio-economic life of the people. Individuals need to have legal knowledge for peace and stability of the nation, rule of law and socio-eco[1]nomic development. Those from management sector in serving administration measures need to have high skills of legal affairs and abide by it. If so, they can serve interests of the State and the people with effective efforts without wrong doings. Hence, all arts and science universities are ordered to teach law subjects for conferring BA (Law) degree on graduates and other significant universities have to train the students to get LLB degree. They all have to make greater efforts for widening the legal knowledge than now. Legal experts produced by Myanmar must be excel[1]lent in keeping abreast of those from international community.
It is necessary to appoint qualified law officers for successfully serve legislative, executive and judicial affairs with prestige. Thanks to the center, State service personnel and those in legal affairs career will have greater chances for pursuing legal knowledge on-job training. Sharing legal knowledge can contribute to implementation of rule of law and justice affairs on one hand as well as emergence of a country with free from corruption.
The Senior General stressed the need to adopt effective tactics for successfully implementing the legal knowledge dissemination processes and ensure long-term existence of the center as a venue for State service personnel and those in legal affairs career to make further studies on legal knowledge.
The newly-opened center is a milestone of the Ministry of Legal Affairs as well as a symbol for the victory of disseminating legal knowledge. The Senior General urged all to enhance undertakings of better legal knowledge dissemination processes.
Union Minister for Legal Affairs and Attorney-General of the Union Dr Thida Oo reported on undertakings of legal affairs, and conducting of legal knowledge courses. She thanked the government and relevant ministries for opening of the center to conduct more courses on legal knowledge dissemination so as to contribute to peace and stability of the State and rule of law.
