Chairman of State Administration Council Prime Minister Senior General Min Aung Hlaing inspects endeavours for ensuring sufficient water supply, education promotion and cleanliness and beautification in PyinOoLwin

Chairman of State Administration Council Prime Minister Senior General Min Aung Hlaing, accompanied by SAC Joint Secretary General Ye Win Oo, members of the entourage, Manda-lay Region Chief Minister, and officials, inspected endeavours for ensuring sufficient water supply, education promotion and cleanliness and beautifi-cation in PyinOoLwin area this morning.

Storage capacity enhancement of Hsinland Dam

First, the Senior General and party inspected means to up-grade Hsinland Dam for providing sufficient water supply to areas in and around PyinOoLwin. Union Minister for Agriculture, Livestock and Irrigat-ion U Min Naung and officials presented a report on the con-ditions under which its spillway can be upgraded and the area water supply capacity can cover when completed. After giving necessary guidance, the Senior General observed the water storage of the dam and spillway improvement programs.

On arrival at No 3 Basic Edu-cation School, PyinOoLwin, the Senior General and party were welcomed by the school admi-nistrator and teachers. The Senior General observed class-room learning and the school library and looked into the requirements of the reports presented by officials.

Educated human resources with high morale level must be generated in accord with the saying “Discipline starts at schools”

At his meeting with teachers at the assembly hall, the Senior General said as the saying goes “Discipline starts at school” teachers are responsible for improving the morale and discip-line of their pupils, apart from educating them. Statistics in hand indicate many shortages in education promotion programs of the country where 50 percent of its population is lacking education. As parents nurture their children to grow and develop optimally, teachers also have the same duty. Children are under the care and teach-ings of teachers more during their childhood years as they have to spend their time more at schools. But persons who haven’t attended class totally miss the teachings and care of the teachers. Teachers must methodically nurture their pupils to have good discipline, morale and patriotism, apart from providing them school education. Good discipline and morale and high national spirit are important.

 A study of the instability and terrorism show that they occur more in the areas where education is weak. Lack of education and knowledge leads to terrorism which hurts the local socio-economic situation. In addition to school education, teachers must also disseminate knowledge that can differenti-ate between good and bad and cause and effects. A person can enjoy a pleasant future only if he is systematically taught and trained to embrace hygienic practices and civilized lifestyle since childhood.

The school library must keep books that are suitable for the ages of students and must stay away from keeping books that are unsuitable for children.

Books on knowledge and litera-ture are very beneficial for stud-ents throughout their life. They can acquire school education in classes and general knowledge in books. Teachers also must constantly read books to enrich knowledge. They must be skilled in their specific subjects and must share their life experi-ences and the knowledge that is attained through reading with their pupils. In this way, they must bring about a new genera-tion of better human resources that will lead the future nation.

The State is comprehensively promoting education and pro-viding support for teaching staff, including uniform allowances, rental subsidies, stipends, and academic awards. These mea-sures aim to enable teachers to perform their duties joyfully, diligently, and with full focus.

The goal is to produce discip-lined, high-quality human resources for the future of the nation, and teachers are urged to strive toward this objective. The State is working to enhance educational standards nationwide, and teachers are encour-aged to collaborate in improving students’ academic achieve-ments.

Civil servants must remain free from party politics and dist-inguish between politics and national affairs. By diligently fulfilling their responsibilities, they contribute to the nation’s welfare. They are urged to work together as exemplary civil ser-vants to promote the country’s development and progress.

Subsequently, the Senior General presented books and knowledgeable publications for the school library, which were received by the school executive officer and teachers.

The Senior General and party then visited Basic Education High School (Branch) No. 1 and Middle School, where they were warmly welcomed by teachers. The Prime Minister inspected classrooms, observing students’ learning activities, as well as lessons in animal husbandry, agriculture, and industrial technology, offering encouragement.

Later, the Senior General and party visited the construction site of the new advanced market at Thumingala Market (Nyantaw Market) in PyinOoLwin. At the project briefing, the Mandalay Region Chief Minister explained the progress of the market con-struction and future plans. The Mandalay Region Government’s Development Affairs Minister outlined efforts in maintaining cleanliness, beauty, and develop-ment in PyinOoLwin, including water supply initiatives and future regional development plans. The Union Minister for Construction discussed the im-plementation and suspension of the Yadanabon New Town Project.

PyinOoLwin’s historical legacy and esteemed reputation must be preserved and passed down

In his address, the Senior Ge-neral noted that PyinOoLwin has historically been referred to as the Flower City, Cherry City, and Hill Station City. Efforts must be made to ensure the city lives up to these names. With an increasing population and urban growth, systematic and disciplined measures are need-ed to maintain order and foster a developed city. PyinOoLwin, rich in history and prestige, must be preserved, with disciplined  efforts to ensure its systematic development.

PyinOoLwin is a city with a strong educational tradition and is a hub for the development of private high schools. It should continue to uphold its educa-tional legacy, maintaining its status as an educational city by producing disciplined, high-quality human resources. Achie-ving educational excellence requires collaboration among students, teachers, parents, and administrative oversight.

To keep PyinOoLwin lush and beautiful with trees and flowers, bylaws must be enforced to prevent indiscriminate tree felling. Internationally, laws protect against deforestation, and not only the Forestry Department but also various administrative bodies are responsible for forest conservation. Efforts must be made to replant and preserve trees and forests to ensure PyinOoLwin remains green and vibrant.

Regarding land use, the Farm land Law and the laws on vacant and uncultivated land have already been enacted, and it is necessary to proceed in accord-ance with the permissions pre-scribed by these laws. Officials are required to strictly adhere to the rules and regulations esta-blished by law. Encroachments and unauthorized land use have been observed in certain areas, and it is necessary to take action in accordance with the highways law. The country is encountering challenges in implementing development activities due to the lack of strict enforcement of existing laws. Therefore, it is essential to be aware of and comply with the issued laws and regulations, and to fulfill the assigned duties and responsibilities. In PyinOo- Lwin, while some individuals are operating in accordance with the specified permits and

land use regulations, others are utilizing land in ways that violate those regulations. Officials must take strict measures to ensure that land use is properly regulated and systematically managed.

As the State Administration Council assumes responsibility of the State and advances along the path of democracy, it is essential in a democratic system to know and understand the law. Accordingly, all depart-ment heads have been attend-ing legal training. Similarly, basic education schools are providing KG + 12 students with foundational instruction in the basics of law. The curriculum covers laws that are accessible to students of all ages, including the Constitution, Criminal Law, Gambling Law, Human Traffick-ing Law, and Drug Law. KG + 12 students are typically between the ages of 17 and 18 and are required to vote upon reaching the age of 18. Therefore, the purpose of teaching the law is to help students understand its principles, and they are not required to take formal examinations on the subject. Teachers responsible for instructing basic law have also undergone Train-ing of Trainers (TOT) courses to enhance their understanding of the subject. Through this, KG + 10 and KG + 11 students will continue to be taught the basics of law to enhance their understanding.  Similarly, uni-versities across various regions and states are offering basic courses in law and economics

to help students understand the legal principles fundamental to democracy and to gain insights into economic concepts. Just as the BA (Law) program is offered to educate students about the law, the BA (Economics) program is likewise provided to impart knowledge of economics.

All departmental officials must collaborate to implement initiatives that uphold and reflect the honor of PyinOoLwin. The government will establish policies, and it is the responsibility of the relevant departments to ensure their effective imple-mentation. District administrators bear the primary respon-sibility for the development of their districts and must provide effective leadership to ensure benefits for both the region and its local communities. He stated that during his tenure, he has been visiting cities across regions and states, continuously providing guidance on the requirements for local develop-ment. He stated that this is not a political act; rather, it involves doing what is right for the bene-fit of the country, advancing the interests of both the region and the nation, and acting in the national interest.

He also stated that it is nece-ssary to work together to pre-serve trees and forests and maintain their greenery. The cool and temperate climate and natural environment of the PyinOoLwin region can only be preserved for future generations if those living today take active measures to protect it. Admini-strative officials need to work hand in hand with local residents to maintain and protect the region.

The Senior General then inspected the progress of the new upgraded market construction project at Thumingala Market (Nyantaw Market) and provided necessary guidance based on presentations by the officials.
